there was a discussion in the comments to that in which ana asked for a gmt conversion, and concluded that meant 1400 GMT on the 22d, but then fleece said  1400 GMT on the 24th (which is later than midnight the 23d his time), and then there was a discussion of what the correct conversion was, and fleece never chimed back in with anything authoritative.

I care because the difference may determine whether I can submit or not. :)

I would take the originally posted deadline as gospel (reading midnight as end-of-day, as clarified later). Just make sure you translate it properly for your locale, as I'm pretty sure fleece is going to open voting when he said he would, in his time zone.
